The DEC bit is a mechanism, which is used for the in network traffic. If the network is soon so far overloaded the fact that it would have to reject packages is set a bit in the packages (the DEC bit) of routing. This DEC bit is then sent back by the receiver to the transmitter, on which this should make its transmission rate smaller, in order to avoid package loss in the network.
