By a haven barrier one understands a closing or throttles of a certain haven and/or the accessing service. The haven barrier is used by some Providern, in order to block allegedly unloved services. With Providern unloved can be services for example, because they cause very much Traffic/throughput, like e.g. file sharing.

A certain haven can be closed/should also in the own Firewall. With a local Firewall is it rather like that that it should be actually different around: With a Firewall should be closed only actually needed haven approved and all other haven. This is to reduce the points of attack to the protected Netz/PC.
